Angela Brinkley is a dynamic healthcare compliance leader with over two decades of experience building and transforming research compliance programs at nationally recognized academic medical institutions. As Research Compliance Manager and Clinical Research Quality Assurance Program Manager at Tampa General Hospital, Angela is the architect of TGH’s Office of Clinical Research Quality Review Program — a first-of-its-kind, structured compliance model designed from the ground up to advance regulatory alignment, audit readiness, and research integrity across the enterprise.
Angela’s expertise spans the full compliance lifecycle: from quality assurance program design and COI workflow integration, to KPI development, CAPA oversight, data tracking systems, and organization-wide education initiatives. Her work has redefined compliance as a proactive, strategic organizational asset — not simply a regulatory requirement. Prior to TGH, she served as Assistant Director of the IACUC Post Approval Monitoring Program at Northwestern University, where she directed institution-wide compliance communications and spearheaded regulatory readiness across a complex biomedical research environment. During her tenure at Northwestern, Angela earned her Certified Professional IACUC Administrator (CPIA) designation, reflecting her deep expertise in animal research oversight and institutional compliance.
A sought-after speaker and educator, Angela has presented at national and regional forums including the Florida Compliance & Privacy Consortium Conference, the Association of Clinical Research Professionals Central Florida Chapter, and multiple AALAS national conferences. She holds a Master of Science in Quality Assurance and Regulatory Science from Northwestern University and is a Certified Healthcare Research Compliance professional (CHRC).
