Phil Richards is VP of Engineering for Site Solutions at WCG Clinical where he leads the AI-driven site enablement capabilities.  He joined WCG through its 2026 acquisition of The Contract Network. As CTO of The Contract Network, he built an AI platform spanning contract negotiation and Study Intelligence. His work centers on applied AI in both products and the development process: integrating models from Anthropic, OpenAI, and Google; building and integrating MCP capabilities, contextual indexing, and agentic workflows with real oversight and guardrails; and using AI coding agents and AI-based CI/CD tooling to drive a 10x gain in engineering velocity. Earlier, he was CTO at Breakwater Solutions, founder and CTO of Clairvoya, CTO of DiscoverReady, and a Senior Vice President at Bank of America leading technical implementations in quantitative risk modeling. He holds a MS in Computer Science and an MBA from MIT and a BS and ME in Electrical Engineering from the University of Utah.
