
Frank Tarlecki is a Senior Agreement Specialist at Merck Sharp & Dohme LLC, specializing in contracting for Non-Interventional Studies (NIS). In this role, he negotiates, reviews, and finalizes Confidentiality Disclosure Agreements (CDAs), Clinical Trial Agreements (CTAs), and related amendments. He partners closely with the Office of General Counsel to resolve business and legal escalations and to ensure alignment with internal policies and applicable regulatory requirements. Prior to his current role, Frank served as a Senior Agreement Specialist at ICON plc, where he led the end-to-end contracting process for a wide range of agreements and coordinated study start-up activities with cross-functional clinical teams. Earlier in his career, he practiced law with Duane Morris LLP, McCabe Weisberg & Conway LLC, and Kashkashian & Associates, representing clients in foreclosure, bankruptcy, creditors’ rights, and broader civil litigation. This experience provided a strong foundation in complex negotiations, regulatory compliance, and risk assessment that he now applies to the clinical research contracting space.
Frank holds a J.D. from Widener University School of Law and a B.A. in Political Science from Temple University. He is admitted to practice law in Pennsylvania, New Jersey, and multiple federal district courts.
